David has been the Secretary of three Commonwealth Government departments with responsibility for energy policy, the most recent being the Department of Climate Change, Energy, the Environment and Water. David has extensive knowledge and experience of energy markets in Australia, and of the range of participants, including energy providers.
Previously, David was the Deputy Secretary in the Department of Finance responsible for Federal budget matters, and he has been the Chief Operating Officer of two Commonwealth departments. David has been as adviser to Commonwealth and State Ministers, including in the Prime Minister’s Office. He also practised as a Barrister in Sydney for five years.
